I have checked usual resources (ebay, amazon) but didn't find anything at first glance? Suggestions?

Jeff i would try wal-mart they have some but i don't know right size they seem to have alot of figures at christmas time.
I have some neighbors that might fit the bill but if you don't discriminate between garden gnomes and elves, gnomes can be found in garden shops that a very small unless you want scale elves. Scale elves.. what is this world coming to?

i believe at hobby lobby you can find "midevil" sorcerers. that is kinda elfy. i bought ho unpainted figures (should have went o). i laid out masking tape sticky side up. i put the figures on the tape with the legs off the tape. i covered with another strip of tape. spray painted legs green. when dry, i put the "green" legs on the tape with the top exposed. i sprayed that red. when dry, i dipped the legs in black paint and the hands and head in white. it's ok "in the background".

Scale gaming figures. Not "toy builders", they would need some Christmas-y painting and detailing, but the variety achievable is to be considered.

Dollar Tree has Christmas figures for their villages, but IIRC they may be HO (and not HO HO HO, either.) one of the other dollar stores had O stuff last year. I hope to be out this weekend, so I'll look.
This came up last November. Search "elves" on this forum for ideas.

Too bad reideer don't have thumbs. A call to the local Elf Union's hall? A letter to Santa requesting excess employees be sent your way? If he cant help, then try your local cobbler? I know a guy, that knows a jewler, that knows a Hobbit, who dates a gnome that........
Contact you local bakery or cake decorating store. They should have plenty of small elf figures for cakes this of time of year.
Maybe Snow White and the 7 little people could be used. Figure sets are available on the bay. Just check the size and change the colors. The Dollar Tree stores have some O size figures available ... perhaps something there for you.
Yep, Dollar Tree has them--I checked Saturday morning and forgot to mention it. They're kind of odd-looking, but at two for a dollar you can put up with a good bit or fix it yourself. The ones I saw were sitting at a picnic table working on a toy.

I checked 3 of the in the Northern suburbs of Pittsburgh and none have them. I always thought all of the stores carried the same stuff. Guess not.

It's not your imagination. Dollar Trees carry different stuff depending on the area. I checked the "ship to store" website and they have some, but not all, of the Cobblestone Corner buildings and figurines, so the elves are probably a here and there product.
The figures they had out the other day were really sloppily colored even for bargain-basement stuff. I'll look again and see whether that might have just been a bad batch. On the other hand, they wouldn't be hard to repaint decently. It's hard to believe that the cake decorating areas don't have some.

I have tried Wal Mart, bakeries, and Dollar Tree, but no luck. I will keep searching. Might stop by Santa Claus at the mall, I bet he knows where to find them.
Most seem to have departed from the North Pole and gone off the Dental School....
The best looking elves for our modeling are in the Department 56 North Pole series. You will have to go to the aftermarket to obtain the different sets. I checked and on the b.... type in Department 56 North Pole series and there are a number of the sets there right now in the different sets made. On my RR the name of my amusement park is Elfland-America's Fun Park and if you look along the fence and in the park you will see them.
