I grabbed a used whistle relay out of spare parts and decided to test it before using it in the proposed application (controling coil couplers). I connected the winding of the relay to the transformer and applied about 10 v. The relay started to vibrate; but it did operate when the DC was applied. Is it vibrating because it is not mounted or is there a problem?

It will vibrate slightly due to the AC component.  Contact armature should pickup and close when the whistle button is pressed, but might not without an engine motor running to load down the transformer whistle circuitry.

Thanks for the input; I'll mount the relay and give it another try. It did operate when the DC was present.
