It looks like Marx.
I don't believe you are missing a piece. Marx cataloged the #311 with the "head shield" piece. The number 312 is the same Marx semaphore "not equipped with the head shield as is the 311", and the "pole point is more pronounced". (Greenberg Marx Vol. II, p, 77.) Yours looks like a #312, as is the one in the auction link Don provided.
