I am wiring my mainline in blocks. The center rail is cut at the end of each block. I have a block that has current on it even though electricity is not turned on for that block. How does this happen? I can't figure this out.

You haven't completely cut the rail. If the cut is directly over a tab that holds the rail, you won't get electrical separation. Sometimes just a tiny bit is missed in the plastic on a cut elsewhere. If the blocks are switched, use an ohmmeter across the cuts on the problem block to find the spot.
OR. you didn't attach the power wire inside the isolated block.
I Did that boo boo Just in a hurry with a lot of section to isolate and a lot of switches.

I have finally discovered my problem. I had the track wires for each block connected to Atlas ON/Off switches reversed. This sent a constant 18 volts through each block. As soon as I reversed all the wires, the blocks are working correctly. Thanks for your responses John and Larry.
