I have two mini speakers rated for 8 ohms each. If I wire them in parallel, would that double the sound volume? Or at 16 ohms total, would that reduce the sound output by 50%? The sound effect I want to install in a trackside accessory is a 12v DIESEL HORN circuit.

If you wire them in series the total resistance would be 16 ohms, in parallel you would have 4 ohms. It also depends on the amplifier requirements.
Start with the specifications of the driving circuit, what is it's rated drive requirements?
The amp in the diesel sound board is the determining factor. Can it drive a 4 ohm load ? It will let you know in just a few seconds. Try it with one 8 ohm speaker first. Or, what did the board originally come in? Find out what speaker it used. Going up in load resistance will cause no harm however going down can. j

Actually, there's a reasonable chance that it will let you know by killing the amp.

That was the point I was making . However without seeing the board neither one of us can say that for certain. That is why I said going down in resistance CAN cause harm. j
Just wanted to make sure it was understood! 
I think it's desirable to find out before you blow up your audio board.
