As far as I know, the inner dials are fixed to their shaft and are not removable.
Same goes for the wiper arm on the other side.
The entire assembly is removed as one piece.
You have to remove the whistle / direction control and all the stuff under it.
Then the assembly lifts out.
If you have not removed the outer handle, it will come out too.
I think I have one of the assemblies in by shop, do you need a photo?

I took the dial off of a shaft once.
The shaft was heavily knurled underneath the plastic (not splined). It was definitely made NOT to be disassembled.  (of course they could have modified the assembly over the years)

Here are a couple of pictures. Note the diamond pattern on the end of the tube. The control dial goes there. With a pattern like that, I am guessing that the handle was molded around the shaft.
The second photo shows the whole assembly (wiper arm is bad).

Why do you want to separate the handle from the shaft?
I don't see how it could slip out of place. If anything was to slip, I would think it would be the wiper end. But I have not heard of one slipping there either.

Not all the tubes have a diamond pattern. Some have a straight knurl on them that might come off. The dial is not a BC dial. It is either a "B" or it is a "C". It looks like the C dial is on the B side. They are labeled on the dial next to the numbers.  Something like "voltage post BU".  Are you sure it is the correct dial assembly for that side of the transformer?

Look at the position of the roller arm compared to the dial. The dial is at max voltage. The arm should be all the way towards the terminals. The positioning of the roller arm and the dial is out.
If the tube on this transformer is like the one David pictured, then the dial may be in the wrong position. If the dial is locked in place (and cannot be removed), then I guess the arm did move on the tube.

It was a destructive removal resulting in a broken dial. The arm was bad anyway. I wanted to see how to get the dial and shaft apart. Don't remember exactly what I did, but it resulted in a broken dial.
I guess I kept the shaft as a reminder that the pieces don't come apart.

Good to know for us beginners who think something 'outa come apart/off.  Ain't necessarily so!!
