Good afternoon I have a MTH Dash-8 that the rear trucks are locking up, I would like to know if this can be fixed.

Yes. Check for grit, ballast stuck between gears. You would be surprised how small a piece can do that. If it runs at time but locks up occasionally, an idler gear can have chipped tooth, or the hole the pin goes through can round out and cause jamming. Idler can be replaced. G

Thanks for the help, it will run in reverse but not forward, I took the truck off and cleaned it when I turn the motor by hand it will bind in one spot.

Does the motor bind in one spot when it is removed from the truck, or only when it is installed in the truck?

If it binds when removed from the truck, it seems like it is time for a new motor.
