I think so, just one example is;  I like to run conventional loco's sometimes and 4.2 and previous versions variable outputs starting voltage was 5v. I believe that was because most postwar motors wouldn't budge until you had at least 5v to the track.

Now with 4.3, I can start the variable voltage at 1v, which is much better for more modern conventional locomotive operation.
