Advice needed: Legacy diesel will not program or rest

Hi folks,

I have a NYC PostWar Scale F3 B unit which has sat on a shelf for four or five years. When placed on the track it will not program. I have tried several times. It will not respond to Reset either. I do hear the fan motor running. Does anyone have a suggestion for trouble shooting? My next step is to open up and see if any boards need reseating. Other than that, I am stumped.
