There is a controller that goes with that semaphore. Its purpose is to change the position of the arm and to simultaneously disconnect/connect power to an insulated rail section, depending on the arm position. You also will need some lead wire to serve as a fuse.
A copy of the original wiring diagram is available from the TCA Library. Contact information is available on the TCA website.
This is my favorite operating accessory on my standard gauge layout. As with any manually operated accessory, I become a "part" of the toy train experience.
I have also used Lionel pressure devices to automatically operate these signals. Like AF postwar semaphores you can wire them so that as one turns red the preceding one turns green. You just have to ensure that only the locomotive activates the circuit. There are also newer detector devices that can be used in place of the old pressure switches.

I have one with five clips and one with three I just ignore the two extra clips when wiring the signal. I do not know why they were added.
Those are for the described "fuse cut out wire"
