It looks like the new TIU/WIU will possibly make it here in the next few weeks ( I say this lightly, believe it when I see it) MTH had mentioned a big upgrade on the DCS APP when it got close to time of the release of the new TIU. Did it come out and I missed it, or are we still waiting.

The latest upgrades from this summer included support for new phone & phone operating systems. These are the latest updates and you haven't missed anything since then.
@MTH RD did mention at one time about adding a bunch of new features (sound file upload, firmware update, wifi configuration) that would integrate into the app which would require an update. As for the actual command control functions seen in the current app, they haven't said anything about changes yet but it's all surrounded in mystery right now.
Is it safe to update the app now? I know at one point an update broke tmcc and maybe lashup stuff.

The new app won't be available until Friday. You only need it if you have a WTIU.

The new APP update will be available Friday Nov 1, 2024

Do you know if the app upgrade is backwards compatible? I may want to use the WTIU and the Wifi DCS at the same time. Or is that not possible?

I guess the next question would be is this a new "purchase" or if I already have the old App will it update it? Will it also work with a DCS Explorer?
My TIU with the WiFi adapter is done for so a WTIU is definitely in my future. Can't complain about the TIU dying as it is from the original first run.

I suspect it is because MTH claims that you can run a WIU/TIU in "SUPER" mode with a WTIU.

MTH said the app will be "Updated" so your previously purchased upgrade should still be valid as you are using the same app, just a newer version. There are no reports of removing functionality for the DCS Explorer but I'm sure @Dave Hikel would know more from the recent user group meeting at York.
Now the question is, this new update coming out, will it be compatible with the new IOS 18 that was just released for Apple products. I sure don’t want to get into the situation we had last year, where the update lost some functions and caused all kinds of havoc.

Does the current app work with the new iOS? Not sure why they'd revert the next update to not work with it.

As confirmed, the updated app was released today and support for the DCS Explorer still exists. If you purchased the standard or premium upgrade, that too carries over as expected.
I just upgraded the app on a secondary device. iPhone 12 with IOS 17.6, the update went with no issues. I am testing and so far there are no obvious gotcha's. I will try an MU (lashup) later today time permitting.
Edit: MU or lashup works as it always did.
I also updated on my primary device. iPad mini, IOS 14.8.1 (yea it's a nearly 10 yo iPad mini).
