Atlas O CNJ 0-6-0 Help

Need help with my Atlas 0-6-0, the sounds coming out of the speaker sound very odd. Checked the tether and looks to be connected fine. Also tried reprogramming it and turning down the volume, none of which helped. Video is attached below. Product number is 1702-1.
