I have an Atlas-O 3 rail SW Diesel with Lionel TMCC and Railsounds. 

The engine no longer responds to TMCC control. When power is applied to the track and the TMCC Base is connected and powered, the engine comes on in Conventional and responds as it should in Conventional. Holding my hand over the cab where the antenna is located does not help. All of my other TMCC engines work properly in command mode.

I tried changing the R2LC board. No improvement.

Any suggestions as to how to restore TMCC control?

These Atlas SWs have a die-cast hood.  So I'm guessing that maybe Atlas used the handrails as an antenna?  If something happened that caused the handrails to short to the hood, then the loco will be unable to receive the wireless signal.  That would be my guess.  Look for a broken screw eye or handrail stanchion.

Vintage models, early 2000's, the antenna was near the right hand figure in the cab.   Small metal plate, in front of the figure with tan bibs, blue hat.  Right engineer, facing the front of the engine.   

  

Later models, the size of the antenna was increased and placed in the roof of the plastic cab.
