I wonder.  Can you operate the throw manually without feeling an obstruction?  Does it operate cleanly?  If its electrical maybe the switch activator is just bad.  Also check the continuity of the wire and try another switch activator to see if that's the problem.  When you installed the turnout, did you secure it with screws?  Perhaps the screws are tighter on one side and the bottom of the throw bar is catching on the roadbed.  You might try loosening the screws and then deploy the switch again.

There are two windings that are wound in reverse of one another.  When you send electricity through one winding the armature goes in one direction due to a magnetic field being setup and vice versa.  Therefore if the one of the windings fails the armature will not move in the corresponding direction.  Check the resistance of each winding and see if they are the same.  If not one of the windings may have shorted out.
