That was fun, but why was the operator blowing the whistle randomly (no grade crossing, etc.) and ringing the bell at the station without slowing?

Because they are toy trains, he enjoys his toy trains, he doesn't need a reason, and he wants to blow the whistle. Remind me not to offer you a glass that has water up to the half-way mark.
Maybe he was having fun with his Hobby?

That was great choreography - as good, actually better than most professional layout videos I've seen. The builder used a challenging space to build a real nice mainline run.
