Base 3 Train Speed limit

out at a train show now finally trying to put this new base through its paces and I’ve noticed every time I set up a train IE TR38 with the cab 2 there this automatic speed limit on it I didn’t set I can simply remove the speed limit but just seams odd

I have had this happen on Legacy Bases too.
