Best method to make a coal load for a tender

I don't know what adhesive to recommend, but I wouldn't glue directly to the tender. I would look for a very thin plastic to wrap around the tender to isolate the load from the tender. That way if you ever change your mind or decide to sell, you would have an engine in original condition by simply lifting off the coal load.

You could use an old tender to test your procedure.

I have had good success with coal packets from Dollar Tree for many gondolas and hoppers. I always lay down a thin piece of cut-to-size black paper (e.g. roofing) fixed with small amount of tacky glue, then add generous amount of white glue mixed with water. After sprinkling a layer of coal I spray it with a mixture alcohol and water. Let it dry overnight. Rick

What does the alcohol and water spray do? Does it clean the glue off of the top of the coal load?

I don’t plan on selling this engine,  at least not in my lifetime.
