While I have repaired old trains for over 50 years now, I've never painted any.  A buddy is now asking me to repaint the pilot on a Lionel 671 steam turbine, as it is all chipped up.  I tried feathering the old paint, but it's so thick, that no matter how much I try, the chipped areas still show through.  So, I feel my best bet is to strip the paint off the pilot and then primer & paint it.  So, my question is:  What would be the best product to strip a small portion like that?  Does anyone have something particular they like to use?  Thanks.
