I seem to recall someone mentioning that for smoke conversions in other products like Williams or for MTH that doesn't have smoke to buy the HO version.

Actually, I use the MTH standard steam smoke unit AA-0000070 for most of my upgrades where it'll fit.
I use the LC+ smoke unit for compact installations. The only place I've used the HO smoke unit is in caboose installations.

Here is what they sent:

It came with the gray and green wires cut off the motor. I don't notice wires on the one you posted above either.
Does this sound right or should I return it. I don't plan on using it for quite some time.

Looks like a similar smoke unit, but I use the AA0000070 because I can remove the brass cup to solder the stack extension on. On the AA0000034, it appears it's not a separate part. If the brass cup is not threaded, you have to solder the stack extension with it in place. Sometimes that will loosen the brass cup from the smoke unit PCB, something I don't want happening. Obviously, you do have to also buy the brass cup for the smoke unit as well with the AA0000070.

The brass cup unscrews so that's good. The cut off motor wires I take it are no big deal.
What is the hole in the PCB above the motor for?

The hole above the motor is the air intake, it's a necessary feature.
Many parts (most) from both MTH and Lionel are pulls from complete locomotives, so you get some with wires attached, cut, etc.
