Bing Gauge 1 set

Hi all,

I found a Bing Gauge 1 set for a good price. From the pictures, it looks like a 181/2517 or possibly a starkstrom locomotive. Can three-rail gauge 1 track be made using gargraves gauge 1 track? Also, what is an appropriate and safe power supply to operate the train with?
