These are the Lionel SF passenger cars from 91/92 that I have. I bought them years ago, never opened them up, never ran the. I opened the boxes recently and the where blotches on all the roof tops. I keep them stored in a temperature/humidity controlled basement.

First I took a damp rag with water, gave them a quick wipe, nothing. OK, I'm a car guy, what's in the garage?? I found my can of EAGLE ONE "Nevr-Dull" and gave each a quick rub and then wiped them up with a clean microfiber towel. Success!!!

Keep in mind this is easiest on smooth surfaced cars. Nevr-Dull, while in use leaves a dark-colored residue behind as you rub the wadding on the surface. It's only after this residue is cleaned off that you see the shine. It might be a tad challenging to get all of the residue off of a fluted surface.
