To answer your question, NO, the only company still manufacturing 027 track is Williams.

Lionel discontinued making tubular track a few years ago in favor of FasTrack. The good news, as others have pointed out, is it is still available. So much of it was made over the decades, so you will have no problem finding used 027 track. You will want to shop carefully concerning condition. Also bear in mind that K-Line and MARX made 027 track which can be found on the used market. Switch tracks are the big difference between K-Line, MARX and Lionel. And Lionel changed design of their 027 turnouts over the years, so there are several variations to be found.

Brand new track will inevitably get harder to find, especially odd pieces like switches, operating tracks, and larger diameter curves/switches.

Check Trainland, Trainworld, Nassau Hobby, Charles Ro, any Hobby shop that advertises in OGR.  They all probably still have some in stock.  Menards has "O" guage not 027, it has a higher profile so if your trying to add on to some you already have that won't work.  There is also the second hand market.
