You can use as many CAB-1 units as you like. No problem.
We regularly have 7 or 8 working at once on my layout.
You can run both your engines from one CAB-1. You can only address commands to one engine at a time, but I run two engines from my CAB-1 that way all the time.
I knew I could run more than one loco from one cab1 what I didn't know was could I use multiple handsets. this brings up another question is there a way to hand a loco off from one operator to another? Logic would say that operator #1 should release the loco before operator takes control. Is this possible and how is it done

Sure. The other operator enters the locomotive ID and they can control it. With TMCC two operators or more can control the same locomotive by just entering the locomotive ID and sending commands.
No handoff, when we're screwing around at the club, a few people are always taking control of other folks engines. You just enter the TMCC ID and you're in control.
Gunrunnerjohn, If I wanted to do a handoff to my grandson what should I input into my controller so as not to accidently interfere after he took over?
Just select a different ENG number, you'll no longer be affecting his locomotive.
