It says:

"The hole at the top is OK. Jiang Shang Hui, 12-17"

Jiang Shang Hui, is the persons name.

Noteworthy is that the term "OK" made it into Chinese as a pictograph - upper right, top line. Chinese is pictograph-based, while most Western alphabets (the ancient-Roman-derived alphabet is most common - I'm using it right now) have letters that are only tenuously still based on a "picture" (like the "O" - an open mouth).

Or, it could say: "with #2 you get egg roll".
