Can PS3 "Rule 17" behavior be disabled?

I have a premier PS3 steam locomotive. Can the "Rule 17" behavior be disabled? Also, the cab light seems to turn off automatically when the engine is moving, and then turn on when the engine stops. Can I get the cab light to stay on continuously? Thanks in advance for any help you can provide.
