I have a P1 rs-27 that seems to run great, all other features seem to work fine. I have accessed feature 25 several times and I cannot get the horn to blow in neutral. The horn will blow in forward and reverse but not in neutral. When I press the whistle button in neutral, all I get is the bell to ring. If I press the bell in neutral, I get the bell to ring as well. Voltage to track is below the necessary 11 volts. Above 11 volts in neutral, the coupler will fire as it is supposed to. I installed a alkaline 9 volt battery as a temporary. Any help would be appreciated.

Get rid of the alkaline battery and replace it with a NiCad as soon as possible. The "horn in neutral" is "Reset Code #25." It's easy if you have a Z4000 (or a buddy with one.)
When in reset #25 (5 clanks) hold horn button until you hear 2 bells. Release and then throttle off and back on to leave reset and lock in feature. If this doesn't work, then the type of transformer may be an issue. G
Thanks to all who have replied. I am using a z4000. I have moved the handle up and down 25 times and I have also used the program button. I am not getting the 2 bell rings when pressing the bell button. I am only getting 1ring. Instructions say I should get 2 garbled bell rings.Instructions say to press the bell button till you hear 2 garbled bell rings.Instructions do not mention pressing the whistle button. I tried it anyway and still no horn in neutral. Again, all other features seem to be fine. More ideas are appreciated.
Once in reset 25, press and hold the bell button. If you get one warbled bell sound, release the button and press and hold it again. You should get two warbled bells. Release the button and throttle the transformer off and on to lock it in.
Also note that once you get it turned on, it will not blow the horn in neutral upon initial start-up. You will have to make the engine move first and then all subsequent neutrals will allow the horn to blow until you let the engine completely shutdown.
Who is the manufacture of this engine and what year is it? Are the instructions you are using specific to your engine? Both my QSI manual and MTH Manual for a Premier J say press the "whistle" button. The MTH manual says hold it until you hear 2 bells.
Remember the whole reason for bell in neutral with whistle, is early on there was only one button for sound and it was sending a whistle signal. So this was a method to turn the bell on and off with the whistle button. G
GGG, since I was using the program button on the z4000, locking in the 25 reset would have to be done with the bell button. If I were to use the whistle button the reset would go to 26 from 25,press again it would go to 27, and so on......I am pretty sure my z4000 instructions said to press the bell button to lock in. I will play around some more tonight and get back. Again, thanks to all
Ok, I think I see your problem. What you do to make the Z-4000 take you to reset position 25 is not the same as changing the setting and locking it in.
Once you get to reset position 25 following the reset instructions for the Z-4000, it will no longer advance reset positions automatically. Press and hold the horn button. Once you get 2 bells, then take the Z throttle to zero and back up to 10 volts to come out of reset and lock the setting in. G
Hey guys I got it! Turns out that pressing the bell button only once(per directions) wasnt enough. It took a few times before I got the 2 rings. Other feature resets only take 1 push. How goofy is that? Thanks again to all with the helpful suggestions.
