My dad purchase the wifi system and we upgraded the TIU and remote to 6.1. We can make the free app work on his ipad but when we try to upgrade to the premium app his ipad says that it can not access Itunes store. We have check all settings on his ipad and we are at a loss to figuare out how to get the premium app. He would like to have this because he has quite a few engines that are all ps3. Any help would be great.

I think the app upgrade happens "in-app" - might want to look around in the app itself.
I'll bet that you were using the WIU in MTH mode. When you do that, you don't have Internet access. Without Internet access, you cannot get to the iTunes Store.
To upgrade the app, go to WiFi settings and reconnect the iPad to your home network. Then, go back to the app and go to: More.../Upgrade App to do the in-app purchase. Then, to run the upgraded app, go back to WiFi settings and reconnect to the WIU.

We changed the ipad fiwi setting to his home router, and then tried to upgrade . I also check several times to make sure we were on his home wifi. I did notice that when we tried to upgrade, apple did not ask for his password.
Hi Scott: Sounds like you have this issue under control. The help desk for the Apple APP Store & (Apple Care) is:
800 275-2273 / I have used them several times. Hours are 8:00 AM to Midnight EST. They will stay with you until the issue is resolved. If not they will put you through to a Senior Advisor.

I told my dad to go to the apple store and do the time in line till it is straighten out. I will note that my dad just purchased this Ipad and has never purchased an app or anything from Itunes so I think its an apple password issue.
I would do as Gary says above and just call them.
I went to the Apple store a few months ago to get help with some things. They set up an appointment for Apple to call me at home. Said the wait was very long in store and this would be same service only much faster. I did get the same service on the phone and got everything resolved. The phone service was very good.
