Well, technically no, but starting after WWII, in 1946 the NYC began equipping ALL Hudsons with PT tenders.

Was a tender exclusively dedicated to its numbered engine only?

No.

As the NYC Hudsons got PT tenders, the B&A got all the hand me down tenders to replace the really small ones the B&A had for their Hudsons and Berkshires.

I do not think a model of NYC Hudson 5200 with its 8-wheel tender was ever made; the 8-wheel tender was replaced within a year by a 12-wheel tender. Pictures of 5200 with the 8-wheel tender can be found in the Hudson books Thoroughbreds and Know Thy Hudsons.
