If the bell, horn and smoke unit work but the engine sounds don't work would a reset normally clear the problem or does it mean a probable bad sound board

What do you mean by no engine sounds? None at all? Or no increase in sounds as it moves? Try a feature reset and or a DCS Factory Reset.
Is this a PS-2 5V with the 8.4V battery? If so, it could be a bad speaker. G
Turn on engines sounds on the remote, and turn up engine sounds in sounds menu.
If you are running conventional, take to someone who has a DCS remote to do this for you.

If the bell and whistle work...they all originate from the same speaker. Right?
Is the engine is a Lionel Atlantic 4-4-2 there's a switch under the tender to convert from "signalsounds" to "railsounds"--what you described above sounds like a Lionel signalsounds setting.
