The TILX was built by Trinity Rail Car and the AOKX was built by Greenbrier Inc..
I have not seen them in O scale.

Can somebody get the blueprints or 3D scan these actual covered hoppers in order to create a data set to be used for 3D printing them as 1:48th scale models?

Unfortunately no; the closest model in O scale would be an ACF 2-bay Centerflow Hopper. Interestingly Atlas O does have the Trinity 5161 hopper, so maybe one day they could make a 2-bay version.
