Double Signal Bridge Wiring with 153IR

How do I wire the 153ir to operate one side of the double signal bridge? The side in the photo below has two numbered posts; 1 and 3. An additional "1" is at the bottom, but doesn't have a post to attach wires.

I can successfully light the green light, but can't fire the red one. The 153ir is functioning properly when hooked to a meter.

My bridge is an older k line
