ES44 Wiring Question

Having issues with an ES44, when running in reverse it overloads the transformer, struggles going forward. Opened it up and noticed a wire that was not connected to anything. I don't think its related but I am hoping someone can shed some light on where this wire goes.

Connect to both sides of the rail.. Its common they forget to put it on both...
