I just picked up a used 494 beacon. Overall in good shape and it lights. However, the beacon top will not rotate. There is a slight humming even at 16 volts, but no-go. I thought it could possibly be a tired coil or maybe the fingers are worn on the inside of the beacon top. Here's some photos.

Worn fingers are at least half your problem most likely...
replace drive washer with 6 finger 2494 washer and a sprinkle of graphite.

Maybe. But as I said my first thing would be the washer. Might be the only thing wrong with it. I would buy a three, if you can find it, and six finger washer. Sometimes you'll find one works better than the other. Always good to have a few extras on hand too! They don't last forever.
I concur; the original washer is shot. Protip: Order extras, and order two adhesive rings for every washer, as the little indefinites are very fragile and will crumple up if you look at them wrong. ;-)
