I am looking at the RK 30-73464 gatx tank train 40' welded tank car for a project. Are these cars narrower than the premier tank cars? Do they have just "high water pants" and just look tipsy?

I think they look fine together... After all tank cars came in all sizes . . right from 36 feet to the longer propane tanks.

Maybe but, what are the specifications for each of those cars? Are they both supposed to 10,000 gallon tank cars?
As for old school 8k tanks, they seem to all have the same size and detail. However, other larger quantity tanks vary in size with Weaver, Premier, RK and Atlas.
I can’t tell any difference between newer style Rail King 8K tanks vs. Atlas O Master series.
Atlas O - Spencer above, MTH Rail King below.
GULF is an MTH newer Premier, DOW is a Weaver, Slurry is an old Lionel STD. O. Shorty UTLX is a new Premier.
There is a size difference, but it can be a little tricky to determine whether they shrank something or are doing a model of a smaller prototype. A 33K in Rail King is reduced size, but an 8K riveted could easily be a model of an older, smaller prototype. It's more a matter of whether the look grabs you and the data associated with the car.
The size difference is clear in the photos. I don't know what your project involves, but I repurposed some cheap k-line tankers and put markings on them to reduce the stated volume to 8,000 gal. as opposed to 10,000 gal. Apparently tank cars came in differing capacities back in the steam era. Curious about your project. I like tankers.

I drive by the Mosaic Yard in Riverview Fl every day. I have seen quite a few tank cars in different sizes. The question is just how close do you want to count rivets? The short car in SIRTS pic is a dead ringer for the tank cars that carried crude oil during WW2 to the ports.
