2016 Track and Power catalog says 9, instruction sheet doesn't say anything. I am able to program 10 routes, 1 through 9 and also 0. Is there something special about route 0 that creates a problem?

I would go with the instruction sheet. If there is a problem then just use nine. If there isn't, your good to go. Do you actually need ten?
Jon Z. from Lionel once advised me against using TMCC ID #0, even though I was using it for my NS Vision Line Genset at the time. I'm not sure the reasoning, but Jon is a pretty bright fellow, not to mention he knows the Lionel product line pretty well. I suspect if it's documented that way, there is a reason.
