I have purchased a Lionel Legacy GP7 (6-28587) painted and configured for PRR (long hood is Forward).  The plan is to repaint to a different RR that runs short hood forward. Is it possible to change the (software) identity of a Legacy locomotive, and designation of the front?

Also, the crewmen are facing the opposite way. I removed the shell easily, but cannot figure out how to dismount the cab and access the crewmen. And, can the handrails be removed...they will not budge for me? (may have to carefully repaint these in place).

I have tried to find threads or videos to answer these questions, but with no results.

I'm sure someone will be able to help you but I know I can help you with one thing. it would be simple to make your engine run In the opposite direction so the cab is facing the way you want just reverse the  2 wires on the motor so reverse would be forward and forward would be reverse! sometimes the rails on the engine are used by the antenna which you need for communication with the Lionel remote!

While there is not a way to do this on the engine itself, you can do it in your legacy remote. Assign this engine to a TRAIN, (TR in the legacy remote) press the DIRECTION button. The engine will now start with the short hood being "forward". It will now always start like this as long as the TRAIN (TR) is in existence. I recommend using one of the higher TR's in order to not have it overridden. I have this exact engine and did the same thing.

I did learn this trick somewhere on the Forum, but it probably isn't archived as what you searched for.

To reverse this setting, assign the engine to TR0   Train zero.  Handheld  Cab1/Command base, original TMCC control.    Advanced operating techniques page 22. and beyond.

It would seem like the most logical solution to your direction issue would be to swap the motor leads side to side on the motor terminals and swap headlight wiring end to end. That would make it act as if reverse was forward.

re: the cab. I took an H16 apart recently and there's multiple parts involved in the shell. I dont have a geep to mess with but from the picture maybe its the same way. There are screws that remove the battery boxes and walkway from the hood. There is also a series of tabs holding them together. The cab was glue to the walkway piece, like a saddle over the hood piece to hold everything together (I guess in case the screws weren't good enough?). See if you can find where it may be glued in, its cheap chinese glue and I was able to crack it apart by getting a finger nail in the seam with no damage at all to any of the glued parts.

Not quite that simple, the couplers and directional headlights will be backwards.  It's going to take a little more effort to turn it around properly.

The TMCC/Legacy antenna or rail connectivity doesn't enter into the picture, that is a non-issue.

If you buy another identical really no issue.  They can both be assigned to a TR (train) and you can pick the direction you want the locos facing in that train.  The locos respond based on the assignments you make during programming.  You can have 10 of the same product on your layout but only one or some would respond based on how you assign them (individually or in trains).  

As for cab figures, they usually have their butts glued to the seats.  The seats are glued to the side wall.  To swap things around you will need break the seats away from side to swap them.  The seats and figures are known to come loose on their own.  Hopefully yours will cooperate with minimal persuasion.

As you can tell, I have no experience with digital command systems. 
Not too long ago I noticed an OGR thread where the poster stated he hacked into the LionChief system.  I am waiting for the day when Legacy equipment can be renamed or reconfigured via a console. I am buying Pennsy geeps, removing the small amount of lettering, and decalling them for SLSF or affiliate QA&P.  The bodies already have the proper black paint. The biggest problem with them is the designation of the “front”.
