Prefab storm shelters, looks like.

- My first guess was some type of prefabbed structure footing or foundation. Ive seen similar on trucks and at big builds. Could be septic, storm, or holding system blocks too
- Still, a good conspiracy theory is always fun to at least consider.

Do you see the label in photo #2? The one that states what they are?
Could "RRDF" = roll on/roll off discharge facility? Shown in the second photo, RRDF seems to be some kind of quick set up system for the Navy to use to load and unload from ships. The other marking does say "USAU".

USAU = US Army intermodal container. So, probably prefab tornado/air raid shelters for a US Army facility.
