This is a new/old stock Alco PA set from 2001.
I would just like to confirm in addition to replacing the white battery before I even power this up I should replace the Star speaker as it looks like it suffers from the plating flaking that can short out and kill the board?

Well yes that is flaking. You could test the speaker to see what ohms it reads.
I would always just swap it out. They are fairly cheap.

Yup. Replace it ASAP.
Yes. Any time a 5v Proto 2 comes in for any repair I check the speaker. On diesels be careful the metal flakes doesn't get around the PCB boards.

Don't keep using it. It's also likely flaking on the inside, and when one of those sharp flakes scrapes the voicecoil and shorts it to the speaker frame, you have far bigger problems!
