I keep seeing these pop up for sale once in awhile. I bid on them sometimes but haven't won. I like the Conrail version.
I'm curious how they work and what they do?
I did a U-tube search and didn't find anything.

Joe, I recall that one man on the platform held a template with the railroad logo & the other held a "paint gun." They moved back & forth in a way that gave the impression they were painting a boxcar with the given logo. Obviously, to have the full effect, you would need a Conrail (or whichever) boxcar on the adjacent track to give the appearance that it had just been painted.
As RadioRon said, the guy moves the items to paint back and forth. The half painted car originally came with them
