Grzyboski's Trains pretty much always has at least a half dozen or more new Legacy diesiel engines to choose from.

Their web site is very nice and easy to use. Plus you get the full warranty since they are a dealer. Very nice people to deal with.

I highly recommend Grzybosk'e Trains. They are my local hobby shop which is very fortunate for me.

Nicholas Smith has the PRR U28c's for a good price. Only thing you will need to do is add the correct PRR Keystone decals to one side. Lionel left them off.

They are nice runners but the one I have had a lot of trouble with a noisy smoke unit fan. Had it replaced but it only lasted about ten minutes of run time before it crapped out.

I have never been there in person.  But I've dealt with them by mail-order many times, and you won't find better customer service anywhere.
