WHEN I TURN THE RED DIAL TO ADVANCE SPEED THE DIAL DOES NOT CLICK OR RATCHET-WHEN WATCHING BOB PHILLIPS VIDEO ON REMOTE CONTROL HE SAYS THE RED DIAL SHOULD RATCHET OR CLICK

Its not something you hear, but you should feel a bit of a "notch" as you turn it. Its a subtle feel, not like cranking down a come-a-long
Yep, interesting enough the CAB1L or old CAB1 doen't have the detents like the Legacy, they rotate smoothly with a little friction.
tHE VELOCITY CONTROL BUTTON TURNS ABSOLUTELY SMOOTH-NO SENSATION OF A NOTCH
THINK I DETECTED IT -VERY SUBTLE-THANK YOU
I have never noticed a ratchet feel on the Legacy speed control, but I will look for it next time for sure.
BTW, click your caps lock off; ALL CAPS IS REALLY ANNOYING, see?

All my Legacy CAB2 remotes have the detents, but the CAB1 or CAB1L do not have any detents.
Thank you.
Mine is the new Legacy 990
Well, all of my CAB2 remotes (3) have detents. They're not "robust", but you can clearly feel them.
