I purchased a new 990 at York from Charlie Ro. So when I leave the remote in the base to charge for days I cant get it to turn on when I go to use it. I get no response from the red "ctc" button. I have to set it back in the base and while in the base press the "ctc" button to get it to turn on. Any help is appreciated.

Start diagnosing by replacing the batteries. Insure that the contact is tight and if you try non-rechargeable batteries, do not charge them by mistake!

The batteries are less than a month old.This is a brand new,latest 990 version from Charles Ro. The batteries were included with the 990 set.
As Chuck said, try normal alkaline batteries as a test.
Since the battery lever indicator shows a full charge, can batteries still be the issue?
That must be while it's in the charger...I don't have a schematic so you have to eliminate what you can reach. To eliminate a bad cell, high impedance, etc., try some alkalines. Then if it runs on those, it's either the bad cell or the internal charger (which I doubt since power is present while in the base).
Still gotta' go with Chuck here, the batteries are an easy test, and that seems somewhat likely from your description.

Is the charging switch on the bottom of the 990 base in the on position?
Don't charge the alkalines! Take them out after testing the remote operation or leave it out of the base.
