Are you getting 5 volts on A to B?  A to B are not protected by the circuit breaker. So if there is 5 volts A to B, then the transformer is working and the circuit breaker is open. I believe I have taken this circuit breaker off before, cleaned it up and gotten the transformer to work again. The other option is to jumper the circuit breaker and use external overload protection. This transformer should be protected with a 5 amp fuse or circuit breaker.  However, this is total current out, if you are going to run trains and accessories, the total is five amps, not for each.

I just metered A to B & it reads 4 volts.
I re-tested A to C, B to C, A-U, B-U, & for some unknown reason I am getting this.
A to C reads 14 volts, B to C reads 9 volts
AU reads 14 volts, BU reads 9 volts

The breaker is riveted & can it be cleaned up in place without removal?
Is the corroded adj. screw causing inaccurate voltage readings?
Can the corrosion be cleaned up by applying a light mixture of baking soda?

With the voltage readings you provided, it would indicate that if you use the same meter to read the voltage at the outlet, it should be about 100 volts.  If it does, the problem is either in the house or the meter, but not in the transformer. But did the meter reads that you have normal house voltage if around 115 VAC, then I would guess your transformer has some shorted turns in the primary coil. If this is the case you probably should not use the transformer anymore as it could be getting hot and there could be leakage to the metal frame. There is no over current on the transformers primary side.  If this is the problem, it is probably the end of the line for this transformer.  

 

On the circuit breaker, I do not remember how I cleaned it up.  I could have drilled out the rivets and then reriveted it.  But a very effective cleaning tool is a wire wheel on a Dremal motor tool and fine garnet paper.  Then I would wipe everything clean using Triflo lubricant.
