lionel 12911 vs 128687 operational differences?

I'm trying to find the operational differences between the Lionel 12911 and the 128687 command bases.

12911 is the old tmcc cab1 command base for command control operation at fixed voltage.

The 128687 is a tmcc powermaster which allows you to run conventional trains via the tmcc handheld. In short, it allows you to vary the voltage with the throttle knob as you would with a transformer handle
