Looking at the wiring diagram for an SC-2, I believe you could use two toggle switches. One a SPST for On/Off and a second one, a SPDT momentary, center off switch to control it. Ground would be like the "hot"  post 2 and posts 1 and 3 on either end. Mount them in a small project box or on a panel.

The attached document from Lionel explains the color coding or post identification to wire it.

Excerpt from SC-2 wiring in the manual:

"The post labeled 1 is for loading. The post labeled 2 is the common (ground) post.  The post labeled 3 is for unloading. For more information regarding the use of the SC-2, please refer to your SC-2 Switch and Accessory Guide (672-2980-250)."

I ordered the remote to the Operating Tugboat with smoke....it's exactly the same, an on/off switch and a button. It wired easily.... use the universal ground on the reactor and ignore the white wire... the tugboat remote has 4 wires, the nuke 3. Check eBay under Lionel controllers for the same configuration: on off switch and the unload or activation button.
