yes this is normal on the Postwar Generals as the Handrail carrys current for the light buld (and the smoke unit of the 1872). This wire is making contact with a heavy piece of Brass strip on the Brush Plate. Also if the wire in not inserted in the area near the light bulb, the wire will get hot enough to melt the cab and the standoffs before it will trip the circuit breaker.
