I have a Lionel 3530 that seems to work OK with the body off but once I put the body on, the fan touches the roof of the body and keeps it from turning. Is there a simple fix for this of do I need to remove the mechanism and file down where the structure attaches to the body so it sits lower? Thanks

Do you not have an original 3530?
The generator car from the 6-31740 set issued in 2007 also mentions fans. In my cursory search, I have not found an exploded diagram detailing assembly or including the spinning fan.
Edit: Here is a picture of an original inside:
As @lionelflyer has suggested, is the fan on in the correct orientation?
This one and another i have are true Postwar Lionel pieces. Both use the metal fan on top of a coil with the hole in it. I would easily be able to tell the difference as I have a diagram from Lionel of the new style 3530 which uses the 3520 style coil/vibrator.
This may be a stupid question, but could the fan be mounted upside down?

Now that we have confirmation that we are looking at an original, I have updated my prior post to include an image of the insides. It may help with the fan orientation.
The fan has a pin attached that fits in the hole of the coil and rides on a 3 or 6 finger washer. It's impossible to put the fan upside down! Anyway I fixed it by filing the structure so it sits lower. Seems the body many have warped ever the last 60+ years.
The replacement 3520-16 drive washers are thicker then the original 3530-48 drive washers.
