I haven't reversed engineered my 213 controller, but I believe it is a "momentary on - off - momentary on" switch. Normally, switch is in the off position. Pulling switch to one momentary on position will open bridge, pulling switch to other momentary on will close bridge.

The controller is not rare and is available. It is the same as those used to control Lionel tubular switches.
Also if you have Lionel ASC’s they can control the bridge wirelessly with either CAB1, 1-L or Legacy 990. You might also be able to use Lionel’s SC1or 2’s as well.
