Recently acquired a Postwar Lionel Cannon Car 6651

Pretty nice shape but I cannot get the barrel to "rise" after release.

I can see how it is suppose to work but the "bar" that rises to meet the wheel only moves the barrel very little and not enough to activate the firing.

There may be some adjustment I can make but I have no experience with this item and could use some guidance.  Scoured the internet but found no help there.

I did find the info you posted and it does address a number of operation "fixes".

However, it does not mention how to deal with the "rise".

On all these cars using the same mechanism the cannon or launch platform is meant to rise slowly governed by the diaphragm up front.  When it reaches the correct angle, it fires.

Mine will only rise half an inch.

If you have the ability to dis-assemble the car, take it apart, clean all the pivot points of any rust or oxidation, remove the rubber diaphragm, inspect it for any damage, and if there is none try to soak it in hot water to try and soften up the rubber. If cleaning and soaking does not fix it  you might have to replace the diaphragm.

I've taken the cannon apart and have a better understanding of how it ticks now.

Cleaned all the pivot points.

I'm looking at the diaphragm now.  I assume that star shaped item is a retaining ring?  It just pulls straight out?

But before I do that....might a hair dryer work to soften it up?   Or is hot water the better choice?

A hair dryer might work as well. Haven't tried it myself. Be careful with how hot you make it. I once melted a plastic caboose body trying to get a price sticker off the frame with the hair dryer that I use. If you cannot revive the diaphragm Jeff Kane at the Train Tender Sells them.
