Where can I find 18-24V screw in bulbs to fit Radio Shack #272-0360 Lamp Bases? Radio Shack only carries up to 14V. I have tried an electronic distributor in my area but no luck there either.

Now for a different question. About halfway down the page they have 14V LED bulbs that come in screw in or bayonet base. Can I use these as a direct replacement for the incandescents in my passenger cars or since they are LED do I still need some kind of resistor like the passenger car LED lighting kits have? If I can just switch these out $3.00 a bulb sure beats the $30.00 LED kits.

Possibly. I glanced at their $3 LED and it claims 40 Lumens (a measure of brightness) at 12-14V. Presumably you are at 18V so it would be brighter yet.
I don't know what bulb you are replacing but some of their 18V incandescents have a brightness of, say, 1.0 MSCP (another measure of Brightness). Ignoring the technical details and why they mix apples and oranges, that's equivalent to about 13 Lumens. So your LED may be too bright! In which case a resistor might apply.
Don't mean to sound alarmist. It might work just fine.
